Looks like the doovalacky to turn the hexagonal cap on the handle.

I'm in the US, so it could be different, but are they sized to slide over the hose and onto the nut, so you can get a bit more leverage on it when you hand tighten onto the tap? I had a dishwasher hose come with something similar.
