Where should the cantilever brake hanger go in this stack?

Above or below the locknut washer?
It s been a couple of years but i would say the hanger should function as the washer instead of the original.
Very interesting! The bike is from the 90s and has the hanger and washer, but I just read an article from Rene Herse, and it does sound like the hanger replaces the washer.
Time to wrench! 😂
