Probably, but after reading that whole article I still don't know why his is so small. The pictures in the gallery aren't as small as his hat is.
I spent some time in Korea back in the 1990s and remember that there were different types of gats. Some were formal, some were for work, some were just social pieces. My guess here is that this tiny one was a formal piece that was socially acceptable at the time.
