God, I rapidly lose brain cells whenever I read a post of his. Reads like a Daily Mail headline.
Obama reduced not only our stockpile but stockpiles around the world, signing the START treaty with Russia and speaking at the Prague, which is why I think he did deserve that Nobel Peace Prize even if the timing of it was a bit off.

I read this as meaningless. He thinks other countries are testing and wants us to do the same "on an equal basis". Military commanders will shoulder shrug, "OK. When they test one we will."
