Technically, I think this guy is what is called a "fironin"--he was a fireman until his firehouse burned down, killing the fire chief. Now he wanders suburbia, seeking short-term employment monitoring barbeques during block parties.

Edit: did Japanese people use those horizontal closures? If he's Chinese, I can offer no context.

He's a guard of Gyeongbokgung Palace in Seoul, Korea. 🇰🇷
