it could be that the intent is the problem, not the words: if whatever the word currently is, is often being used as an insult because of its meaning, the word slowly becomes an insult notion itself. it will not matter how many times it's replaced.
if you think about it without emotion, it seems "retard" itself could have been chosen in good faith. we know the word is also used in other situations without negative intentions, like slow-release pills etc..

They all became insults and were replaced by various degrees of "retardation," which as you mentioned does come from root words meaning slow or delayed. When that similarly became an insult, special needs was coined. Then that became an insult and now the preferred term is intellectual disability. That one seems sterile enough but we'll see.

For most people(including me) who use/have used it, the word didnt mean anything when they were growing up, just a bit harsher version of idiot.
