I strongly suspect Bluesky deliberately waited to roll out federation and intentionally made it significantly harder to self-host, so that they could say they're paying lip service to federation while effectively having control over 99% of the network. I even suspect vanity URLs are a bit of misdirection to make people think the network is decentralized when it really isn't.
