Why do George and Gracie, the voices making BART announcements, sound so ancient?

Presumably because the BART is 50 years old?
I know nothing about the BART voices, but "George and Gracie" usually refers to George Burns and Gracie Allen, a real life comedy pair from many decades ago. Could it be their voices?
They sound more like Stephen Hawking than George Burns and Gracie Allen.
I wonder what's with the names.
