Despite change to lobbying rules, foreign governments and groups still funding MP travel

The article does an awful job - my gripe here is that it says 'foreign governments' in the headline then proceed to list 3 places - Taiwan, China and India. One of these three is different than the other two on the international stage.
while ignoring who is paying for Jamil Jivani's travel to Washington to derail trade talks.
CBC is more concerned about it's budget then journalism.
