Is there any information about this character in an Mother/Earthbound character? They aren't described in the video I saw about the comic except for "a discarded Mother64 species".

I think the comment about the "discarded species" comes from the character standing next to this one in the full-size image. According to this fandom page, the character you're looking at is Toshinao Aoki's OC.
