Maybe "USDA had" is the correct tense.

I think I remember when DOGE cut some of the USDA programs for screwworms and some of the AG community were warning how this could be very bad for cattle in the near future.
I swear, by the time Trump is done, even Republicans will be wishing they never voted for him. The rest of the world will be wishing for another Trump to fuck the US up even more.
