can they not remove some cars parka so the bicycles can be parked there? 5 people can park a bike where 1 car driver can

It's not about the actual space. It's more about the muppets renting them and then "[dumping them] across pavements, blocking crossings, or creating a danger for residents and road users". I see it all the time when walking my dog - bikes just carelessly left in the middle of the pavement. I always wonder how the companies can let that slide as I believe the riders need to provide a photo when ending the rental.

They can let it slide because they dgaf until someone starts fining them or indeed confiscating them. I hope the council doesn't end up losing money on this.

It should however be easy to fine the operator precisely because users have to take photos. If someone has moved it into a hazardous place then great, you'll be able to tell from the pic. If they didn't, oops, fine to pay!

I suspect those apps can be tricked with old photos from when the bike was parked correctly, though.

Still the operator's problem rather than the general public's no?

You can program the app to only accept camera input and not saved pics. If the operator didn't do that, that's on them.
