It means nothing if they don't actually enforce it.
Effective enforcement means stopping people while they are in the act of speeding, not mailing them a photo radar ticket a month later.
How does stopping all enforcement mean that in-person real time enforcement isn't better than photo enforcement??
There aren't enough mouth breathers with radar guns to cover every street in Ontario. Photo tickets worked, not instantly, but over time seeding was reduced.
They definitely should reduce speeds. Add speed cameras into the mix too. A society that protects non-car drivers is way more healthy and happy than one that only looks out for car drivers’ best interests.
Meanwhile in Ontario, automated speed limit enforcement is illegal.
