Why do Canada and the US have their internal administrative districts shown but not Mexico?

I shamelessly stole this meme after it was shared in a groupchat I'm a part of, and it was probably shamelessly stolen before that as well. So your guess is as good as mine for why the administrative districts aren't shown for Mexico.
