Maybe St. Louis again, but otherwise you are talking overseas, and there is no way that works.
They should just work on making like a Europe league and then the winner of that faces the winner of the NFL or something.
The European league was quite fun back in the day, I went to see the Scottish Claymores quite a few times. The quality was way lower than NFL standard though, and it's hard to imagine the existing teams wanting to create a genuine competitor league.
