You know more about water chemistry than most of my coworkers at my power plant. I get so tired of telling them to watch the tower pH and make sure the acid is running in auto so the hypo will actually fucking do something. It's a miracle that our condenser performance isn't trashed by fouling. I've caught tower pH at fucking 9 before when it's supposed to be 7.0-7.5, and I'm trying to push for 6.8-7.2.
Better than when cooling water is supplied with an expensive reverse osmosis unit which then proceeds to corrode the entire carbon steel cooling water system due to pH of 5.5 since everyone is convinced water so pure can't do any damage.

I meant Total Alkalinity as a buffer, either way the water is out of balance causing any chlorine (if any) to be ineffective and letting Alagae grow.

There is a much easier way to make algae grow in a shallow slow flowing body of water, just paint the bottom a dark color, that way the water stays warm, most algae love warm water. So all you need to do is get a company to come drain it and paint it a dark color, and Bob's your uncle. It has the added effect of the water staying at the ideal temp for algae growth for a longer percentage of the year, just got to find someone stupid enough to sign off on the plan.

It's amazing since all I kept hearing for the past month as this was being done was that this does nothing to fix the underlying issues and that its just going to be the same as it was within weeks due to the heat and low water level. Heh, was just on a call after a big failure of a project, one where 75% of the people on the call had told the project manager exactly what was going to go wrong if they kept going the way it was going and needed to change in a way inconvenient to the project managers world view. Folks repeatedly and loudly got dismissed by the project manager.
Now as they are discussing what went wrong when exactly the thing everyone said would go wrong did, the project manager said "no one could have predicted it going this way".
The real kicker was the right way to do it wouldn't have cost any time or money, it just was a somewhat different than the project manager's imagination (who did not have any actual experience doing the work, but still thought he knew better than the seasoned profesionals because of what he had been reading).

I’m no expert in artificial lake management, but apparently the reason for the algae booms is leakage of the filtration piping that disperses treated water into the soil instead of allowing it to fully circulate into the pool.
The $34 million dollar Obama-era refurbishment attempted to address this with a new system fed by the Potomac river instead of the DC municipal water system, but leakages persist. Trump’s refurbishment project has not made changes to the filtration, piping, or pumping facilities which is probably why algae will continue to be a problem.

I don't know the details of the new system. If it's only for treating the new water being fed into the pool like the old one, it's not going to prevent all blooms just minimize the amount of algae or food brought in with the new water.
You can't constantly be bubbling ozone through open pools of water because it off gasses. When it's used as a disinfectant in drinking water the offgas need to be captured and treated.

The general mistake you're making is assuming all opinions are ok and valuable. They are not.

If you just block that one instance the amount of tankies you have to deal with drastically decreases. If some innocent people get swept up in that block well oh well. I really don't understand why this is so much of a problem in a completely open to sunlight, very shallow pool if the proper precautions are taken. The amount of sunlight/UV coming in at the pool shouldn't even support such an algal bloom with some proper care like making sure nutrient influx is low or filtered out - they even have an ozone system for the water. Just making sure that not only one type of algae has proper living conditions should fix that shit by natural competition.
Although i don't know what the blue paint did to the pool, because i am sure noone tested that before - the scientific method is sadly out in the US.
