Charge the parents. These parents created this kid and whatever fucked up problems that lead to this.
I mean yeah usually. But I so know some parents who are absolutley amazing with their kids, and one of their kids is still into all kinds of trouble.
Kid has some impulse control issues with a bad brain future planning problem.
So if approached by sketchy gang dudes and they are like "hey wanna sell drugs over there..." Hes like "Sure OK.."
Kids been in centers and trouble with the law, etc.
He always knows it afterwarsds, like "why am I sooo stupid", but it doesn't prevent it happening again, they've done all the consequences and natural consequences... His brain is just wired badly.

At the time of the incident, the youth had been out on bail for unrelated violent offences
Life in prison.
Could be a psychopathic "forever threat", could just be a child who has gone through hell and never had a chance.
Let the courts decide before passing judgement.
Yeah, I need more information. Is it gang related? What were the surrounding facts (that won't damage investigation) of each incident?
