These fees pay for roads and road maintenance. They should be paid by those using the roads. In this case, these vehicles will likely use the roads much more than most others.
Why the fuck should people, who potentially use the roads less these businesses, be the only ones paying for them?
on top of it they are shifting away from taxing gas which lends pressure toward fuel efficient and electric vehicles for one that has not beneficial effect. Then making corpos immune. Corpos are the new churches apparently.

Semis and heavy trucks cause the majority of road wear because it increases sharply with weight, amazon vans are mostly empty boxes and plastic jiffies.
They should be paying as well.
The reduction in polluting air quality is beneficial for everyone, in terms of tax breaks, it's a productive one.

I'm sure when they enact tolling on all our major highways, Amazon and the like will get exemptions to that too. Whatever our right wing leaders can do to stick it to the little guy while giving the out-of-state corporations who consume everything a break.
Let's also remember it's not "right wing leaders" who have passed 99% of the laws in Oregon in the past what, 30 years? Democrats sold out 30+ years ago and it's been lip service to meaningful change ever since. They aren't putting religion in schools or restricting voting, but corporate Democrats are the fucking problem in Oregon as they are centrist at best. We need support for progressives (which we're starting to see finally break through in local elections) to meaningfully change things and move the pendulum back to the left.
