What's baffling about it? Anthropic (meekly) resisted collaborating with the fascist US regime and the regime makes them pay for it, sending a clear message to future would-be dissenters.

They wanted Anthropic to somehow selectively ban foreign nationals from accessing it, even those who work at Anthropic. I'm willing to bet there's either something in the training data, or something it was able to infer or determine, that was or still is classified and the federal government is freaking out.
