That isn't really an answer here; the games targeted by this legislation are specifically those that are difficult to pirate, specifically because of forced online interactions.
The problem Stop Killing Games is targeting is the DRM for these games that require a server ran by the publisher to always be accessible when you play the game. Pirated or not, all you’ll be greeted with after said servers are shut off is at best a large majority of the game being inaccessible, and at worst a perpetual error screen.

25 years ago we already had games that could be played offline, on a local LAN, on user maintained internet servers and so on. There is no technical reason for modern games not to support such a mode.
I have a friend that makes games and she like to make it so you can do infinite split screen if you want because its funny. Your only limit is your hardware.

It feels like this kind of regulation would create a perverse incentive for more games to change into a free to download with subscription, gachas, pay to win, etc monetization scheme to circumvent the ‘I bought this and so should have access forever’ idea this is trying to defend. Wouldn’t ‘single player game/game-mode shall not require internet handshake’ be a more targeted way to try achieving this goal?

Any monetisation would make the game subject to the rules, including microstransactions. The only way they could circumvent it is by only offering time-based subscriptions (like MMOs), and that would hurt their profits more than having end-of-life plan.

There is no requisite “instead of” here. People can apply effort toward a great many causes.
