And I said Iran and it was at a time when people were not focused on Iran because I’ve always believed that it’s the biggest exporter of terror. It was hell-bent, sorry if I can say that on getting a nuclear weapon, uh, and the force multiplier on that. Of course was terrible. And so going and getting to a position where Iran is not going to have a nuclear weapon. Look, I’m not naive about this, the reintegration of Iran. This is a regime that needs to learn to be civilized, needs to behave. That’s why you have performance measures. Lots needs to happen. We all have to support it, but moving to this position where that’s been taken off the table was worth it.

Adding the rest of his statement makes it clear. It's also consistent with his initial reaction to the news about the war that got swept under the rug after the uproar from the public. What's more, considering Iran to be the number one risk in the world because it's "the biggest exporter of terror" is straight up hasbara. Calls into question his judgement.

Not a superb idea either but better than pumping markets. Technically, if the feds are going to be selling public assets either way, it's probably better to be sold to Canadian public employee pension plan than Canadian or international private equity. Public sector pension funds don't have the same profit maximizing interest like private capital does.

Could be a laundering scheme for either US funds or frozen Iranian funds to be distributed to Iran.
So it doesn't appeat like the US is giving Iran money before the pro-Israel contingent in the US. Plausible deniability.
I have a feeling this might be saving face maneuvre. If anyone is paying reparations at all, that's a sign of capitulation. In other words there's no other choice. I doubt the Gulf wanted to do this after everything that happened over the last couple of months. I'm suspecting this could even be a scheme to hide the money coming from the US.
