The headline here is incredibly misleading. The commissioner did not prevent discussion on Flock, but rather required Flock opponents to nominate a spokesperson to speak on their behalf.

While it might be normal practice to allow every individual to speak, I don't think this is a huge abuse of authority or anything.

Wouldn't the argument be that they aren't compelling speech, but preventing the execution of non-compliant code?
