Absolutely the second. I was having it in mind as more of a playground, where nobody should have to worry about whether whatever they did fits this place, as long as the submission abides by the rules.

Absolutely! I just want this community to exist. :)

Do we leave all submissions without scrutiny, leading to any popularity of the community ending up with technical proficiency posted anyway—defeating the entire purpose—or do we draw lines in the sand about stuff that’s “too good” to post here?

I want to be as hands-off as possible. So, I think, right now there is no 'too good' either. If it takes over and gives visitors the impression that this community has a quality standard, I'd say thinking about the right kind of action to take would be reasonable to keep a right kinda spirit in the place.
