It does feel a little insane to take the time to find a relevant community to share this to -- only to be immediately slapped with -3. That's certainly one way to discourage people from making relevant and on-topic submissions in a community.

Is it people browsing /all and treating it like their own personal feed even for communities they're not part? People in this community who want it to stay dead? Hard to think of any option that isn't discouraging.
