Can't connect to instance from Mexico?

Trying to connect to Lemmy.ca from Mexico, since about yesterday, I'm getting a connection refused. I have to VPN to Canada to use the site.
Is this normal behaviour?
No we don't have any Geo restrictions or anything like that. It sounds like your isp might be having an issue reaching cloudflare
Very odd, I'm using a Telcel SIM card, and other CloudFlare sites work fine.

That’s really strange.
I too connect to lemmy.ca from Mexico. But I have never experienced “connection refused”. My isp is Megacable, and 99.9%of the time I have PIA VPN on a US or Canadian server, sometimes a South American country.
