Increasing access to voting is not a priority for elected officials. Best case scenario is that you increase your share of votes. Worst case scenario is that you give better access to your opponent's voters. Politicians in imperial core countries do not exist to represent the will of their constituents. They exist to extort as much support from the voters while materializing the return on the investment from their donors.
