Will we be able to host our own servers?

Yes, they do want to allow us to run our own private servers eventually.
Their plan is to finish Squadron 42, then release Star Citizen, and then they'll work on a private server option.
Note: Private servers might end up being a simpler version of the universe that we know.
I really hope so, but I wonder how limited they'd be? If you wanna dogfight with your pals, sure, but I doubt you'd be able to do any hauling. And I can't imagine anything you do would be transferred to the PU, so you couldn't earn money or participate in the economy.
Even if you just wanted to play around with base building, I'm not sure how much things like that rely on the backend. I suppose it would be like arena commander more than anything.
As the development of Star Citizen goes on I fear this might not happen anymore.
Closest they'll probably go is a limited sandbox.
