That has nothing to do with Netanyahu, but there are plenty of US war criminals too i guess. Under Trump it might be enforced, but i doubt it would actually have been under previous presidents.
If they weren't going to enforce it, they wouldn't have dreamed it up, it's from 2002, 12 months before they invaded Iraq
Israel is effectively a USA colony, I dont doubt they'd spring Netanyahu
