What are the requirements to play Dolby vision and Dolby atmos?

Hey All, I'm thinking of replacing my Nvidia shield with an htpc. My concern is dolby vision and atmos playback. My TV (Hisense U8N) and Soundbar (Samsung HW-Q990D) support the formats, does the streaming device need to as well? I'm mostly using 4k blu rays that I've ripped to a plex server. I thought that using hdmi passthrough would allow DV and atmos to work, but I'm getting mixed info in my googling. Any help would be much appreciated!

Dolby Atmos only needs to be supported by your soundbar, your player only needs to support audio passthrough via HDMI.

Dolby Vision needs to be supported in the entire chain from player to output device. So yes, your streaming device needs to be Dolby Vision certified.

Ah, I didn't realize HDMI passthrough was audio only. I guess I'm sticking with the shield. Thanks for the info!
