An Old World designer has discussed his dream game - a Sid Meier's Alpha Centauri sequel that "renews the mechanics with what we have learned since then".

Have 4x games advanced mechanically since 1999? With respect to combat yes I think. In terms of exploration, economy, building etc, not really. Vibes wise Alpha Centauri is just a huge standout outlier.
I thought there was a sequel, or was it a remake?
Maybe you mean Civ: Beyond Earth. It wasn't a sequel, and it was not nearly as good.

Old World has been in my backlog forever. I really need to give it a go.
SMAC is my favorite 4x game ever. I'd love a real sequel.
