[ADDED]Overriding user notes when applicable

I noticed an account had a note with an asterisk on it. The note applies to this account as well so I thought if I edited the note and saved it with the same thing that it would get rid of the asterisk for that account. It did not.

I think in this situation, it should make a new note for that account; while leaving the asterisk on other accounts from other instances; so there would be two accounts from two instances with the note and asterisks for the rest.

I was testing this out with a different user, because I can't remember the original account this was about, but I was trying to remove the note for that specific account and this doesn't seem possible? If I don't check the box then nothing happens. If I do check the box and delete the note then it's just deleted and no longer propagating. I think making the option an exception rather than the current revision of the existing global note may be better?

I made a small tweak to this in 446, hopefully it's more intuitive now. I got rid of the checkbox and displayed the user that the note is coming from. Setting a note on a user with a inherited note will override it.

I kinda liked the checkbox. It may be better UI and more informative to the user. But yeah, I guess it's not necessary now.
