It's super easy.
Does it have a propeller? It's a drone.
Does it have a rocket motor? That's a missile.
Does it have a jet engine and cost less than ten million dollars? Drone
Jet engine and more than a 10m? Cruise missile.
Just waiting for somebody to invent a high-altitude dual-liquid reaction engine reusable loitering fully automated thing.
Id put the cruise missile/ kamikaze drone price cutoff at $3 million, some of us aren't made of money you know
