[meta] a review template?

Maybe we could establish a simple template for the reviews?
Something like x/5 ratings for a few criteria :
- Communities
- Culture
- Moderation
- Availability
- Performance
- Federation
This won't replace a written assessment of course, it's just an at-a-glance view.
I like the general idea of having a template. This might prevent low effort one short sentence reviews.
However the template shouldn't strictly enforced. A reviewer might don't cover some criteria because he or she don't know how to review them or might have different criteria in mind.
I think putting an N/A in any criteria should be valid. But I agree on the non enforcement in general.
