Always tell a child who is wearing a helmet how cool you think their helmet is. It will encourage them to always wear it in the future.

(i think kids should generally wear helmets when cycling, as should adults in some places, but in bicycle-friendly cities most adults actually do not. car drivers should everywhere, though.)
