Russia is running out of cash. It couldn't build a nuclear arsenal if it wanted to.
Cash doesn't build nukes, labor, machinery, and raw materials do. Russia has enough of both, they can just print more money if they need to.
But those labour, machinery and materials could be used for more productive uses. I agree that you need some nukes to protect your country, but both Russia and the US already have enough nukes to send humanity back to the stone age. Why build even more?
They don't have to either. If they feel that they need to, they can do so, which is the important takeaway.

This is about a very specific nuclear treaty that is about to expire at a set date in the near future and they are calling for restrictions on nuclear armament. It's neither vague nor a threat!
